It says the work must follow the 2021 International Residential Code.
That threshold is the parish’s rule for replacements. A smaller repair is a separate question for the parish. Gretna, next door to the east, is an incorporated city, so its permit route is different.
The parish also requires location-verified, geo-tagged photos of each phase of the work, and a parish building inspector completes a final inspection before a Certificate of Completion is issued. A house and a canal-side building are not the same job

The Harvey Canal is a shipping route to the Gulf of Mexico. The corridor around it has industrial, shipping and commercial uses. Lapalco Boulevard, Peters Road and the Westbank Expressway are major commercial corridors.
A roof on a store, warehouse or dealership is not a house roof. The parish permit rule above is for one and two-family dwellings. Commercial and industrial buildings fall under the parish’s commercial building code and go through commercial plan review instead.

Harvey and Woodmere are separate communities

Woodmere is its own unincorporated community, not a Harvey neighborhood. It borders Harvey to the northeast, and the Harvey Canal forms part of its eastern border. Marrero lies west of Harvey and Gretna lies east.
ZIP 70058 covers the core of Harvey, but it also reaches some unincorporated areas next to Woodmere and Marrero. Some real estate sites list Woodmere homes under Harvey. Neither the ZIP nor a listing site settles where a property is. Confirm the community for your address before comparing quotes or looking up records.

Levees, drainage, and what a roof inspection can tell you

Harvey is on the West Bank of the Mississippi River. Jefferson Parish says levees protect the parish from river flooding and a hurricane protection system addresses storm surge on both banks. It also says most of the parish is at or below sea level, water is pumped out through the drainage system, and heavy rain can cause flash flooding inside the levees.
Flood exposure still varies by address. Check yours with FEMA and Jefferson Parish records. Because Harvey is unincorporated, street drainage is a parish matter, not a city one.
A leak after heavy rain does not always come from the roof. A roof inspection can separate damaged roof covering from flashing or penetration failures, gutter and drainage problems, and slab or foundation moisture. It cannot set a flood zone.
