Permits here come from the parish, not a separate city hall

Baton Rouge runs a consolidated city-parish government. The City and East Baton Rouge Parish share one government, so permits and inspections go through the Department of Development, Permits and Inspections.

For one and two-family homes, a roof replacement requires a permit. Replacing more than 100 square feet of roof decking (plywood, OSB, or center-match board) also requires one. Minor repairs that stop a leak around roof-related pipes are exempt. Applications go through the MGOCONNECT.ORG portal, and work must follow the 2021 International Residential Code with the parish’s state amendments. Before you sign with any roofer, ask who files the permit and the photo documentation. A free inspection is not permit approval or code certification.

What Louisiana Act 239 means for a reroof

Louisiana Act 239 requires a permit for roof installations, reroofs and new construction, on residential and commercial structures statewide for jobs beginning after August 1, 2025. In East Baton Rouge Parish, building officials ask contractors to submit geotagged photos compiled into one PDF. The photos document the existing roof materials, the decking and its fasteners, the underlayment and its fasteners, and the new roofing materials, fasteners, and accessories, shot in landscape orientation. That means your contractor should photograph the roof at each stage. If a proposal does not mention photo documentation, ask why.

The 2016 flood, and what a roof inspection can sort out

In August 2016, the National Weather Service classified rainfall around Baton Rouge as a less-than-1-in-1,000-year event, with a peak of 31.39 inches recorded in Watson, just northeast of the city. The Amite River crested nearly 5 feet above its previous record near Denham Springs, and the Comite River also hit record levels. The flooding reached East Baton Rouge Parish and several neighboring parishes.

That does not mean every Baton Rouge property sits in a high-risk flood zone. Flood zone, elevation, and insurance requirements depend on the exact address and current FEMA and parish records.
