Covington has its own permit office

Covington is an incorporated city and the seat of St. Tammany Parish. Roof permits for properties inside the city go through the City of Covington Building Permits Department at 317 N. Jefferson Avenue, not through Jefferson Parish. The city states that Louisiana adopted the 2021 edition of the I-Codes effective January 1, 2023. Its permit page lists checklists for new construction, additions, and renovations. It does not name one for roofing.
The city says inspections run 8:00 a.m. to 4:30 p.m., Monday through Friday, and must be requested one business day ahead. Each inspection costs $75.00, effective February 18, 2026. This applies to one and two-family homes. Call the Building Permits Department at 985-867-1218 ext. 230 to ask which checklist fits your project.

Roofs in the historic district follow a separate review

Covington was established in 1813 as the town of Wharton and renamed Covington in 1816. The city’s locally regulated Historic Preservation District is described as covering that original townsite east of US 190, the historic downtown around Columbia Street and Boston Street. For a building inside the district, the city requires a Certificate of Appropriateness from the Historic District Commission before a building permit is issued. The design guidelines favor retaining and repairing historic roof materials over full replacement where feasible.
This requirement is not citywide. Most of Covington sits outside the district, and the National Register’s Division of St. John Historic District is a separate listing. Confirm your address with the city before you plan materials. If you are weighing a repair against a replacement, our roof repair and roof replacement pages explain the difference.

Two rivers, and what a roof inspection can and cannot tell you

Covington sits where the Bogue Falaya and Tchefuncte rivers meet. NOAA runs river gauges on both, and the National Weather Service uses them to issue flood warnings for the area. Flood exposure still depends on the specific address. A property’s flood zone and elevation come from FEMA and St. Tammany Parish records, not from a roofer.
Heavy rain does not always mean a roof problem. A roof inspection looks at the roof covering, flashing, and penetrations, and helps separate those from gutter and drainage trouble, slab or foundation moisture, and wider flooding. A new roof will not fix river flooding. After a storm, our storm damage restoration page covers the next steps.

Check the address first

Covington’s ZIP codes are 70433, 70434, and 70435. A mailing address in one of them does not prove the property is inside the city, so the permit office and historic status may differ from what you expect. If you are asking about a FORTIFIED roof, bring the address and your insurance questions. We do not quote grant or discount figures here because program terms change.

What the workmanship warranty covers

Lone Wolf Roofing offers a 100-Year Workmanship Warranty. It applies to covered problems caused by faulty or improper workmanship from our installation. The 100 years refers to workmanship coverage. It does not mean a roof or roofing material is expected to last 100 years.
Manufacturer warranties are separate and cover eligible materials under the manufacturer’s own terms. The workmanship warranty can be transferred one time to the next homeowner. Written eligibility requirements, terms, conditions, limitations, and exclusions apply. Read the full terms on the 100-Year Workmanship Warranty page.
